These rows are excluded from the list above and from watch/webhook alerts because they look like this project's own re-clustering rather than a real-world event — an unattributed "UNKNOWN" bucket whose size shifts as re-clustering groups unnamed netblocks differently, a large drop in one organisation matched by a similarly large gain elsewhere in the same run (most likely blocks moving between clusters, not between owners), or a large drop with no matching gain at all that happened during a run where an unusually large share of tracked organisations moved at once (most likely one org's blocks split into many small pieces our top-organisations list is too short to show individually, not a real-world loss). We can't fully rule out a genuine transfer — an organisation actually selling or handing over address space to another would look identical from this data alone — so this is our best guess, shown for transparency, not a confirmed fact either way.
